戶籍系統(tǒng)聯(lián)動監(jiān)管，違規(guī)后果需警惕

近期，我國出入境管理部門針對 “雙國籍” 違規(guī)行為的監(jiān)管力度持續(xù)升級 —— 目前已實現(xiàn)與戶籍系統(tǒng)的深度 “捆綁” 聯(lián)動，已有華人因涉及 “雙國籍” 相關違規(guī)，遭遇入境被拒的情況；而此類行為的后果，輕則被注銷國內(nèi)戶籍，重則可能承擔刑事責任。

Recently, China's entry-exit management authorities have continuously intensified their supervision over illegal acts related to "dual nationality" — currently, in-depth "binding" linkage with the household registration system has been realized. Some Chinese nationals have been denied entry due to violations related to "dual nationality"; and the consequences of such acts can range from the cancellation of domestic household registration in minor cases to possible criminal liability in serious cases.

中國始終不承認雙重國籍。根據(jù)《中華人民共和國國籍法》，定居外國的中國公民，自愿加入或取得外國國籍的，即自動喪失中國國籍；對應的國內(nèi)戶籍、身份證等身份信息，也需同步辦理注銷手續(xù)。

China has always not recognized dual nationality. According to the Nationality Law of the People's Republic of China, any Chinese citizen who settles abroad and voluntarily joins or acquires foreign nationality automatically loses Chinese nationality; the corresponding domestic household registration, ID card and other identity information must also be cancelled simultaneously.

但部分華人可能存在認知誤區(qū)：比如持有外國國籍后未及時注銷國內(nèi)戶籍，或試圖同時使用中國護照與外國護照出入境，這類行為均屬于違規(guī)操作。而此次出入境與戶籍系統(tǒng)的聯(lián)動監(jiān)管，正是通過信息互通，精準識別此類 “身份重疊” 的情況。

However, some Chinese people may have cognitive misunderstandings: for example, failing to cancel their domestic household registration in a timely manner after obtaining foreign nationality, or attempting to use both a Chinese passport and a foreign passport for entry and exit. Such behaviors are all illegal operations. The linkage supervision between the entry-exit and household registration systems this time precisely identifies such cases of "identity overlap" through information exchange.

若您已取得外國國籍，需及時辦理國內(nèi)戶籍、身份證的注銷手續(xù)，避免身份信息重疊；

出入境時請使用對應身份的證件：持外國國籍者，需使用外國護照及有效簽證（或符合免簽政策）入境，勿同時持中國護照通關；

If you have obtained foreign nationality, you need to promptly go through the procedures for canceling your domestic household registration and ID card to avoid overlapping identity information;

When entering or exiting the country, please use the documents corresponding to your identity: those with foreign nationality must enter the country using a foreign passport and a valid visa (or in accordance with the visa-free policy), and must not use a Chinese passport for customs clearance at the same time;

若存在身份信息未理清的情況，建議提前向出入境管理部門咨詢，及時完成合規(guī)化調(diào)整。

一、已取得外國國籍人員自查項

□ 已主動向國內(nèi)戶籍所在地派出所申請注銷中國戶籍

□ 已停止使用國內(nèi)居民身份證辦理各類業(yè)務（如銀行賬戶、房產(chǎn)登記等）

□ 出入境中國時，僅使用外國護照 + 有效簽證 / 符合免簽政策，未同時持中國護照

□ 已按規(guī)定處理國內(nèi)社保、醫(yī)保等權益（轉移 / 終止）

I. Self-inspection items for persons who have obtained foreign nationality

□Have voluntarily applied to the police station in the place of household registration in China for cancellation of Chinese household registration

□Have stopped using domestic resident identity cards to handle various businesses (such as bank accounts, real estate registration, etc.)

□When entering or exiting China, only use a foreign passport + valid visa / in line with the visa-free policy, and do not hold a Chinese passport at the same time

□Have handled domestic social security, medical insurance and other rights and interests in accordance with regulations (transfer / termination)

□ 已了解國內(nèi)戶籍、身份證的注銷流程及所需材料

□ 已明確：取得外國國籍后，入境中國需使用外國護照 + 對應簽證

□Have understood the cancellation procedures and required materials for domestic household registration and ID cards

三、出入境證件使用合規(guī)項

□ 未出現(xiàn) “持中國護照出境、持外國護照入境” 的混用行為

□ 未使用已注銷戶籍對應的身份證辦理業(yè)務

□ 出入境證件信息與申報的國籍身份一致

III. Compliance with Entry and Exit Document Usage

□ No instances of mixing "exiting with a Chinese passport and entering with a foreign passport" were found.

□ No ID card with a cancelled household registration was used for business transactions.

□ Entry and exit document information is consistent with the declared nationality.
